Unfortunately, Pippity and Popupdomination plugins are not free, Pippity costs $49 and Popupdomination is $77. So although not free they are not expensive if one of your primary objectives is to build a mailing list.

I would say that the 2 most important things that you can do to grow your blog’s readership is first to be consistent with publishing your posts – write regularly, once a month is better than a chunk of posts in a few weeks and then nothing for 6 months, and then also to make sure that you get involved with other people’s blogs too. Reading and commenting on other peoples posts is a great way to build connections and draw other people back to your own blog. It’s also a great way to find like minded people that are going to be in to what you do.
